Portland’s New Land Use Fee Schedule: What Homeowners Should Know

If you’re planning to split a lot, request a zoning change, or start a larger development project in Portland, the city has published a new fee schedule that sets what those applications will cost.

Portland Permitting & Development’s updated fee schedule for land use reviews, effective July 10, covers dozens of permit types—from a simple property line adjustment to a full planned development review.

For homeowners looking at the middle housing options state law now allows, a “Land Division Review—Middle Housing Partition (2–3 lots/tracts)” costs $229. Expanding to four or more lots moves into the “Middle Housing Subdivision (4 or more lots/tracts)” category at $342.

Standard land divisions are considerably more. A Type III Land Division Review is $2,049. If that project also triggers environmental or river review, the combined fee for four or more lots climbs to $2,931.

Environmental review fees vary by project type. An Environmental Review for an existing house or duplex is $706; all other projects are $881.

A Zoning Map Amendment costs $743. A Comprehensive Plan Map Amendment for residential upzoning (Tier B) is $451.

Most larger applications start with a pre-application conference, now set at $674. Written guidance from a planner alone is $220; a meeting plus written summary is $330.

On the simpler end, Property Line Adjustments—with or without buildings on the lot—are a flat $120.

Design and historic review applicants should note one specific rule spelled out in the schedule: “If the applicant does not provide the valuation, the maximum fee will be charged.”
