South Africa Urges ZEP Holders to Apply for Permanent Residency Through Legal Channels
The South African government has clarified that Zimbabwean Exemption Permit (ZEP) holders who wish to remain in the country can pursue permanent residency, but only through formal application processes.
Deputy Home Affairs Minister Njabulo Nzuza said the permits were never meant to provide indefinite stay, urging beneficiaries to transition to other legal options if they intend to continue living in South Africa.

Permit Meant as Temporary Relief
In an interview with Newzroom Afrika, Nzuza explained that the ZEP programme was introduced as a special, temporary measure under specific conditions affecting Zimbabwean nationals.
He noted that while the permits have been extended several times over the years, the government has consistently encouraged holders to regularise their stay through more permanent immigration routes.
No Blanket Residency for ZEP Holders
Authorities have made it clear that permanent residency will not be granted automatically to all ZEP holders. Instead, each applicant will be assessed individually.
Nzuza emphasised that applications will be judged on merit, dismissing any expectation of a collective transition from exemption permits to permanent residency status.
Alternative Visa Options Available
The government is also encouraging ZEP holders to explore other legal pathways, including business and work visas, rather than relying on temporary protections.
Nzuza cautioned against misusing asylum systems as a shortcut to long-term residency, stressing that South Africa has established immigration channels for those seeking economic opportunities.
Call for Compliance With Immigration Laws
The remarks reinforce the government’s stance that foreign nationals must comply with immigration regulations and follow proper procedures if they wish to remain in the country long-term.
